New York Colleges Banned from Withholding Transcripts for Unpaid Debts

New York state college students can now access transcripts, even if they still owe money to the college.

Governor Hochul signed legislation prohibiting colleges from withholding transcripts because of unpaid debts.

She called the practice of holding the documents hostage an unfair, predatory practice that limits students.

The law also prohibits charging people who owe debts a higher fee to obtain transcripts.

This legislation ensures all students can access transcripts when necessary, while they continue their education or when seeking employment.
