States Wants Fed to Guarantee Penalty Free Cannabis Dispensary Banking

States where marijuana has been legalized -- including New York -- want Congress to pass a law guaranteeing that licensed cannabis dispensaries can receive services from banks.

Governor Cuomo and his counterparts in other states are concerned that banks that serve the dispensaries could face criminal or civil penalties under current federal drug laws.

Without access to banking, state-licensed marijuana businesses in some states operate largely on a cash basis -- complicating tax collections.
