The seven officers involved in Daniel Prude's death will remain on suspension.
Rochester Police Chief Cynthia Herriott-Sullivan says the internal investigation into the events surrounding Prude's death is still in progress.
She also says the police department will continue to work toward improving mental health detention and de-escalation practices.
