RPD Releases More Body Camera Footage from Pepper Spraying Incident

The Rochester Police Department has released more body camera footage recorded when a 9-year-old girl was handcuffed and pepper-sprayed two weeks ago.

An officer had first tried to calm the girl -- but she got more distraught after her mother yelled at her and at a passerby.

After it was over, the video shows an angry officer dressing down the mother.

When the mother apologizes again minutes later, an officer calmly tells her "that's OK, we're here to help".

The mother, Elba Pope, announced last week she will sue the city for allegedly inflicting distress on her daughter.
