The Rochester City School Board has approved the district's plans to gradually bring students back into school buildings for hybrid learning, starting in January.
Superintendent Lesli Myers-Small says pediatricians and disease experts agree it will be safe.
Students would return in three phases -- starting with students in specialized programs in grades K through 12.
The plan would still allow families to opt out of in-person classes.
The board vote to approve the plan was 4 to 2.
