The Rochester City Council has voted to repeal its vote last month to fund a new police substation.
The death of Daniel Prude in police custody sparked City Council President Loretta Scott to introduce a bill repealing the approval.
The vote last night was 7-1, with Jose Peo voting no.
Supporters said Prude's death, and the aftermath, have caused a breach of trust in the community, and the city should reassess its long term plans.
The council also voted to hire a New York City law firm to begin an independent investigation into the circumstance surrounding Prude's death.
