The Rochester City School Board has approved the new $927 million budget.
It cuts more than 300 teaching and administrative positions to help close an $87 million deficit.
Four schools will close and school 43 will become a pre-K center.
The vote was 6 to 1, with board member Beatriz LeBron voting no. She warned that the district will face even more painful financial challenges.
The budget still needs to be approved by the City Council.
