The Webster planning board has given preliminary approval to the plan for a lettuce greenhouse complex on nearly 150 acres along State Road.
The board heard last night from dozens of people living nearby who say they project will hurt the quality of life in the area.
An Ohio business, CEA Fresh Farms, plans to grow lettuce year-round and create up to 400 jobs over five years.
Plans call for seven greenhouses -- the first could be operating in a year.
