Local leaders are celebrating a milestone for the project to transform what was once the east side Inner Loop.
They cut the ribbon yesterday for the first housing development there -- Charlotte Square on the Loop.
It is a four-story building with 50 affordable apartments -- including eight for former prison inmates.
The building also has a fitness center, a community room and secure bike storage.
Developer Home Leasing is planning another affordable housing project nearby, with ground set to be broken in December.
