The Rochester City Council is expected tonight to consider a proposal by Mayor Warren to put new retail, office and residential space at Eastman Business Park.
Much of the land is currently a parking lot.
Mayor Warren says rezoning and redeveloping the business park would promote economic development and jobs.
The plan would also include open space.
Ground was broken last year on a new housing development in another area in the business park. The Eastman Reserve project includes apartments, townhouses and single-family homes and is expected to be complete next year.
