Lawyers for the Rochester City School District and advocates for students with disabilities say they have reached a settlement.
The district and the Empire Justice Center have been talking for more than a year about improvements to special education in the district.
The two sides will soon submit the settlement proposal to a judge for review. They do not plan to give details until the court approves it.
Under the proposal, the court would supervise District compliance for three years.
