It appears likely a ban on plastic shopping bags will be included in the state budget.
It's still not clear if the ban will also include a fee for paper shopping bags. Critics of the fee proposal say it amounts to a regressive tax on the poor.
There are still other sticking points in the budget negotiations, including legalization of marijuana, making permanent the cap on property tax increases, and a proposed tax on high-priced second homes in Manhattan.
The new budget must be approved by Monday.
