Two Rochester Men Charged Following Investigation in Hornellsville

Two Rochester men are facing charges in connection with a reported kidnapping and robbery at an apartment complex in the town of Hornellsville. 

State Police say they responded to the Seneca Manor Apartments yesterday, after a victim reported that he had been tied up with bed sheets and threatened with deadly physical force. 

State Police later arrested 19-year-old Deangelo Phillips and 35-year-old Detric Marshall, charging them both with criminal possession of a controlled substance. Phillips was additionally charged with kidnapping. 

State Police say both had been operating as drug dealers in the Hornell area for several months.
