Rochester Mayor Lovely Warren had planned to formally cut the ribbon today to mark the end of the two-year project to fill in the eastside Inner Loop.
But that ribbon cutting has been postponed because of the weather.
The road is becoming a boulevard, with development projects planned north of the Strong Museum.
