Police: 15 Animals, Child Living in "Raw Sewage" in Phelps

The Ontario County Humane Society says a child, 13 cats and two dogs were living in unsanitary conditions at a home in Phelps. Renee Mobley, 33, of Phelps, is charged with 15 counts of animal cruelty, endangering the welfare of a child and contempt. It was a joint investigation by the Humane Society, Phelps Police Department, along with Ontario County Probation and Child Protective Services. Investigators say they found the child and animals living in a home with animal feces, urine, garbage and raw sewage. The village code enforcement has since deemed the home inhabitable.
