The Rochester City Council will hold a public hearing this afternoon on the proposed $64 million capital improvement budget for the coming year.
In addition to planned street and sidewalk projects, the funding would also go to redevelopment in the Bull's Head neighborhood, a new Eastman Trail, and reconstruction of part of South Avenue.
