Toddler Found Wandering the Streets, Mother Charged

A Penn Yan mother has been charged after her three-year-old son was found wandering the streets for the second time this year. Someone found the child crossing the street around 6:30 p.m. on Tuesday. Tia Sheldon is charged with endangering the welfare of a child.  According to 13WHAM, when police went to Sheldon's house they found her passed out drunk in bed. Investigators said her blood alcohol content was more than four times the legal limit. The child is now staying a family member. The case was referred to Child Protective Services.
