Rochester police have arrested a parolee in a carjacking at the Rochester General Hospital parking garage.
Police say 34-year-old Isaiah Weathers beat and choked a woman yesterday, before speeding away in her car.
Weathers then allegedly drove at Troopers trying to put down spike strips to stop him.
He ditched the car in Riverview Heights, but a K9 caught him in a backyard.
Weathers is charged with robbery, assault, grand larceny and reckless endangerment.
He was released on parole just 10 days ago.
