The state's appellate division has ruled that the police departments in Rochester and Syracuse must release open and unsubstantiated disciplinary records -- in addition to records predating the repeal two years ago of a law keeping discipline records secret.
The case is part of a statewide police transparency campaign in which the New York Civil Liberties Union filed Freedom of Information requests with twelve police departments and the state corrections department.
The NYCLU attorney says in a statement, "the public will finally know when and why Rochester and Syracuse police failed to impose discipline."
