Rochester police are charging a 39-year-old man with second-degree vehicular manslaughter for a deadly crash on Halloween weekend.
Keevin Lewis is charged in the death of 16-year-old Mathew Bittner, of Penfield.
Police say Bittner was crossing Chestnut Street, on foot, near Elm, when he was struck by a vehicle with a green light.
Lewis had told police he had tried to swerve to avoid hitting Bittner. He was also charged with unlicensed driving and driving while impaired by marijuana.
