Rochester police have arraigned 20 year old Taj Isiah McMillan Harris on manslaughter charges as well as four counts of assault. McMillan Harris is the alleged driver in a fatal crash last week in Rochester that killed Tishara Pugh. McMillan-Harris had been discharged from the hospital this morning
