Rochester police have identified the man who allegedly phoned a bomb threat against City Hall as 59-year-old James Nichols.
The Rochester man has been charged with Making A Terroristic Threat and Aggravated Harassment in the 2nd Degree after a bomb threat was called into 311 Wednesday.
City Hall was evacuated and a sweep by the Bomb Squad found nothing suspicious.
