Governor Cuomo is issuing a warning to New Yorkers as coronavirus case numbers continue to rise.
Cuomo says shutdown measures will go into effect for any region of the state that hits "critical capacity" within their hospitals, which is determined over a seven-day average, and will be calculated after "surge and flex" steps are followed.
The governor explains the state's "surge and flex" plan is aimed at increasing hospital capacity, noting he's ordered the state's hospitals to increase their bed counts by 25-percent.
Cuomo notes he could also cancel elective surgeries to free up more hospital space, something he's already ordered in Buffalo.
