The Rochester School District is laying off 221 support workers.
The union representing non-teaching employees says most of those affected work in the food service and school security.
With students now learning strictly at home, the union suggested alternative jobs for those workers but the district rejected those proposals.
The district is facing a budget deficit and a threatened loss of state aid.
