Governor Andrew Cuomo laid out plans for reopening New York in today's briefing...saying it will begin after May 15th, and will be guided by Centers for Disease Control recommendations.
Cuomo says CDC guidance is to watch for 14 days of decline in state and regional infection rates before reopening. He says each region of the state may reopen following May 15th after it shows those numbers, starting with low-risk businesses like construction and manufacturing as Phase One.
Phase Two would come 14 days later, assuming infection rates don't go up again. Reopening would procede business-by-business, and it would be up to the businesses to figure out how they can run while maintaining social distancing and avoiding new infections. Each business will submit a plan before reopening. Cuomo says these talks are taking place now through his staff and business leaders. Should infection rates surge, the reopening process will be halted.
The governor says all reopenings across all regions of the state have to be coordinated. He says it's likely Central New York, the North Country and the Mohawk Valley will go first because they have the lowest infection rates right now.
