Rochester's Police Accountability Board holds its first meeting this evening...but a judge's ruling has temporarily, at least, stripped the board of its power to discipline police officers. A judge has signed a stay order requested by the Rochester Police Locust Club, which argues that creation of the board violates its union contract.
