Work to overhaul the 27 service areas could start in the middle of next year.
The Thruway Authority envisions new buildings with new food and beverage choices and modern amenities.
The Authority is deciding on the private investment firm that will get to operate the service areas until 2053. The service areas are considered an attractive investment because they are among the few along the nation's interstate highways that allow restaurants and shops to operate inside.
