Another round is coming in the fight over the Police Accountability Board referendum in Rochester.
The City Council is appealing a judge's injunction blocking the vote this year.
City Council President Loretta Scott says the vote -- in her words -- "is too important to push off and to do so would only serve to confuse voters."
The patrol officer's union says the charter amendment that would create the board is illegal.
The proposed board would have power to hold disciplinary hearings on officer conduct.
