The Ontario County Sheriff's Office has arrested a West Bloomfield man on charges of third degree rape after learning he'd been having a sexual relationship with a minor that started when she was 15.
Charles Otis was allegedly involved with the girl for about 18 months. He's been arraigned and released on his own recognizance.
