If she is elected president, Senator Kirsten Gillibrand says she will not use the detention system for immigrants.
Gillibrand told CBS' "Face The Nation" that immigrants who come to the U.S. don't need to be incarcerated. She said if they're given a lawyer and given a process, they will follow it.
She argued they can go into the community in the way the nation used to handle cases under the Department of Justice. On Saturday, U.S. Customs and Border Protection said the agency has 16-thousand migrants in custody and called the situation a humanitarian and operational crisis.
