Highland Hospital Expansion Update: Zoning Change Approved

The Rochester City Council has approved a required zoning change, over the objections of neighbors who worry the hospital will grow too big. Plans call for more private rooms on floors that will be added to the hospital's southeast wing. The expansion will cost $70 million.
