Governor Cuomo won't sign a budget that's fiscally irresponsible. That's the word from state budget director Robert Mujica.
He says the governor wants to see a budget proposal from lawmakers with both a permanent tax cap and bail reform. Mujica also says that the governor believes getting things right is more important than meeting a deadline.
The state's fiscal year ends March 31st.
