Monroe County Sheriff Todd Baxter is bringing together area law enforcement agencies, community outreach organizations and mental health professionals to better respond to threats that fall through the cracks.
His inspiration is the 2010 murder of 7-year-old Hunter Resch, while Baxter was police chief in Greece. Baxter has said there were people who knew the boy's father was a potential threat before he killed the boy.
Baxter has assembled what he calls ROCTAC -- the Rochester Threat Advisory Committee. He says it will provide a central point of information coordination and case management.
