A contractor from Penfield was arrested again. Ryan P. Frawley, 22, is accused of being paid $9,000 for work on a building in Palmyra, but never completing the job. The resident had contacted Frawley in an effort to get his money back, but Frawley closed 'York Enterprise' and never reimbursed the Palmyra resident. This is the second time Frawley has been criminally charged.
