An education watchdog group says New York state is billions of dollars behind in funding its schools.
A report by the Alliance for Quality Education says the state is unfairly hurting students in poorer districts and owes districts $4.9 billion in aid that was promised to comply with an earlier court ruling. The Alliance says districts are owed an additional $1 billion in Gap Elimination Adjustment funding. That's money that the state has diverted from schools to help close budget deficits. State education officials aren't commenting on the report.
