The Nuclear Regulatory Commission is accusing the Ginna nuclear plant of moving too slowly to seal rooms where floodwaters could have threatened plant emergency batteries that power the plant's pumps during power outages.

NRC spokesman Neil Sheehan says the issue has since been addressed, but the NRC is considering an enforcement action that would include stepped up inspections.

The plant can still respond before regulators finalize their performance indicator of "white" -- an indication of low to moderate safety significance.
