Rochester, NY -- Rochester Police Chief Michael Ciminelli says his strategy to localize patrols into five city sections won't require a bigger personnel budget.

He spoke at a City Council budget hearing Tuesday. He says any added costs would likely involve overhead, should there be a need for more facilities. And he says costs for police cars will go up. But he says there may be ways to offset the higher costs.

As for personnel, Ciminelli says some supervisors will be added for the new approach but other positions will be eliminated.
